The Electronic Benefits Transfer (EBT) is a system that allows state governments to provide food stamp and cash assistance benefits to eligible low-income individuals and families through the use of a magnetic stripe card. The card, which looks and functions similar to a credit or debit card, is used to withdraw benefits from an ATM or to make purchases at participating retailers.

The EBT system was first implemented in the early 1990s and has since been adopted by all 50 states. The program has been credited with reducing fraud and abuse associated with the food stamp program, as well as increasing access to benefits for eligible individuals.

EBT and Covid Assistance


SNAP is a food assistance program that transfers food benefits to the low-income people who are eligible for it. In 008, the SNAP system replaced the stamp system for buying groceries and food with EBT card. Earlier, SNAP used a stamp where each user got different colour-coded stamps with a certain equivalent amount which was later used to buy groceries and food items. 2. WIC Program

WIC program is the Special Supplemental Nutrition Program for Women, Infants and Children. It strives to provide proper nutritional assistance to pregnant women from low-income households, breastfeeding women and infants and children from such families who are less than 5 years of age. Low-income households below 130% of the Poverty line often find it difficult to provide proper nutrition and care to infants and women. Thus, this scheme aims to help this category of people to lead a healthy life. The program also educates participants about health care, child support etc.

Similar to SNAP, WIC also uses EBT to transact. There are certain licensed retailers who are authorized to provide certain items such as baby food and nutritional food for pregnant women to the participants. Anyone can visit them and use the EBT card to purchase these items.

3. Temporary Assistance to Needy Families [TANF]

TANF is also known as WV Works, which aims to provide certain monetary benefits to needy families once they become eligible for it. Monthly cash assistance is provided to the recipients. There are certain eligibility requirements for this scheme which include having income below a certain threshold. Additionally, the participants must also go through an orientation in a group or individually. An important point to note is that the scheme is only available in West Virginia residents.

The scheme uses EBT Card to transfer monthly assistance to the users. This amount can then be used for purchasing household items, groceries, food, clothes etc.

How to use the EBT Card

Using the EBT card is a very simple process. It is similar to using a debit card.
